New York State Comptroller Tom DiNapoli has been in office since 2007, and is running for reelection in 2026. For the first time in about two decades, he's potentially being challenged in a primary. Now, following last week's NYS Democratic Convention, DiNapoli is the party's nominee, with none of the challengers receiving enough of the vote to be automatically on the ballot. With the Super Bowl days away, it's estimated $1.7 billion will be wagered this year. With that in mind, CBS6 sat down with NYS Assembly's Standing Committee on Racing & Wagering Chair Carrie Woerner (D-Round Lake) on Thursday. "When we look at the revenue reports associated with mobile sports wagering, it is a steep slope. Every month we see more and more people playing on mobile sports wagering, or people who have been playing more frequently, the amount of money wagered in New York is going up," Woerner said. That means more revenue for the State of New York, which broke a national record for revenue in 2025, gaining nearly $2 billion from Jan 2024-Nov 2025. "That is part of the motivation in every state for legalizing different forms of wagering, and that's been true since we legalized para mutual wagering at race tracks way back when," Woerner said. "I do think that we are seeing, however, the the emergence of significant social costs associated with the intensity of sports wagering, and so I think at this point we really need to be and New York is not the only state experiencing this. Other states are as well. Thinking back to, okay, what are the guardrails that need to be in place so that we can that we can avoid the high social costs associated with gambling, that we can take it back to it's supposed to be entertainment and not how somebody thinks they're going to pay the bills and and the intensity of the wagering, we know from the hotline calls that people are are chasing that next bet because they they need to pay the rent." Woerner says 77 bills are in Committee right now, most of which are in regards to problem gambling. The family of Robert Brooks met with Governor Kathy Hochul at the State Capital on Monday, calling it a good first step as they advocate for prison reform. Robert Brooks was killed while in custody at Marcy Correctional Facility in December 2024, the video of his beating going viral and sparking a movement to end violence in prisons. A prison omnibus package, inspired by this movement, aimed at transparency and oversight was signed by Governor Hochul in December. Since the government shutdown began, the U.S. Travel Association website has featured an increasing "Travel Spending Lost Since the Government Shutdown" counter. As of Thursday's conversation, the number had breached $3 billion. Hansen says hotels, small businesses, and a variety of other industries have been impacted. "A billion dollars a week every hour the shutdown goes on," Hansen told CBS6. "It comes from a number of different things, delays, cancelations that we've seen historically during the shutdown, modeling what it's costing us. It's due to government and federal workers not traveling, contractors not traveling, and historically, the largest purchaser of travel services anywhere in the country is the federal government, national parks, which have a huge economic cost as well. And these are just piling up all across the country." The Federal Government is on the verge of a shutdown, as Congressional leaders will need to agree on a stopgap funding plan by midnight on Tuesday. "We have passed Continuing Resolutions to keep the government funded year after year after year when Republicans and Democrats have been in charge. This is a straightforward, clean CR to keep the government funded through November 21 so that Congress can finish its appropriations negotiations between the House and the Senate and the White House to pass a final Fiscal Year 26 appropriations package. What has changed here is that Democrats in Washington, and in particular Senate [Minority] Leader Chuck Schumer, have changed their position. They no longer believe in clean CRs. They want to demand a pound of flesh in exchange for their votes, and that's just not the way that government should function. We have a responsibility, as my Democratic colleagues have said, time and again, to keep the government funded to ensure there are no disruptions to things like Social Security or veterans benefits or border security or our military, and to make sure that we are doing the work of the American people. We do not want to have a government shutdown which will create chaos in the marketplace and in our economy, which is totally unwarranted and unnecessary. There is a clean CR on the table that already passed the house. All the Senate has to do is follow their own rules. You need 60 votes to break the filibuster and pass a clean CR, which the Democrats did every time during Joe Biden's presidency. Eva Bass, founder of Bridge Tha Gap Resource and Outreach, and a prominent community voice in the City of Albany, joined Power & Politics on Thursday. Bass and her organization sent out press release on Wednesday, saying they were "saddened" by Albany City Officials and Police recently touting a statistical decrease in crime. "Of course, some of the numbers went down," she said. "So I'm not calling anybody a liar about that, but the lived experience of the community members in the City of Albany and other disenfranchised neighborhoods, the crime is up, the uptick, and the [lack of] safety of women, children, and just being in your own home is just not safe anymore." The most notable declines in the same time period compared to 2024 include a 63% reduction in both shootings and shooting victims, as well as a 57% decrease in gun recoveries. The U.S. Senate is currently debating the provisions outlined in the "One Big Beautiful Bill Act", of which was passed last week in the Republican-led House of Representatives. As a part of the reconciliation package, Congressional Republicans have proposed to cut SNAP benefits by nearly $300 billion dollars. The cut would shift more of the administration costs to the States starting in 2028 while also expand work requirements for adults with children and older Americans. House GOP reps say these measures are meant to clean up a program with "bureaucratic inefficiencies, misplaced initiatives and limited accountability." They argue the program's original intent is to be temporary, and that by putting the onus on the States to help fund it, they're cracking down on States erroneously making payments, all in order protect taxpayer dollars. But, anti-hunger advocates are pushing back, in hopes Senate Republicans block the SNAP cuts in the reconciliation plan. They say need is already at an all-time high due to rising costs, and that these provisions would put more stress on the food pantry system, and create a lack of resources in the event of an economic downturn. Governor Hochul's favorability remained at her highest levels in more than a year, right around 44-46 percent, which Greenberg said was "disappointing", in a blue state like New York. In recent weeks, Upstate Congresswoman Elise Stefanik has expressed an interest in running as the Republican nominee for Governor in 2026, with this Siena poll finding 35 percent of Republicans saying they would vote for her. Last month, before Stefanik declared interest, 22 percent of Republicans said they'd vote for Rep. Mike Lawler, which remained the same this month. 28 percent of Republicans said they'd vote for Nassau County Executive Bruce Blakeman last month, this month, 11 percent said they'd vote for Blakeman. Lee Kindlon, Albany County District Attorney, joined Power & Politics this week to take a deep dive into the State's Discovery laws, and their role in the ongoing budget debate at the State Capitol. Cerutti's background is in the tech industry, with this campaign being his first foray into the political realm. Barclay reacted to the Governor's speech, saying that Hochul echoed initiatives the Republican party has been pushing for the last few years in the State legislature, mostly the Child Tax Credit. (The Governor proposed to triple the Child Tax Credit, to $1000) "Welcome to the party, Governor, because these are issues that she talked about in her State of the State that Republican Assembly members have been talking about for some time, the two biggest things, affordability and crime," Barclay said. "She talked about a middle class tax cut, great. She talked about the inflation rebate, which, I'm not against that, because it does give money back to the taxpayers, but it seems a little inefficient to tax people and then give their money back to them, and it's only a one-shot deal." Barclay said he also agrees with the Governor's push to expand involuntary commitment, and enhance Kendra's Law. But, was disappointed on the absence of discussion regarding criminal justice reform. "You know, one thing she didn't mention, because she's partly responsible for these policies getting put in place, is bail reform, is raise the age, is the parole reform that she's talking about, or that she signed bills to let more people out on parole. Albany Interim Police Chief Brendan Cox joined Power & Politics for a comprehensive interview this week, discussing his approach as he returns to the department. Cox was Albany's Police Chief from 2015-2017, and retired from policing in 2017. Until now, he had been the Director of Policing Strategies of the L.E.A.D. National Support Bureau in his time away from policing. In December, he took over for Eric Hawkins, who had been the Chief since Cox first retired. Three weeks until race day, Shimkus says hotel rooms are still available for the entirety of the racing festival. Wednesday night will kick the festivities off with "Belmont on Broadway," where Blues Traveler will perform live in the city. "Hotel space is available each night, 180 bars and restaurants in Saratoga Springs alone,over 100 more in Saratoga County, they have reservations. Shops are buying more products and staffing up," he says. Kentucky Derby winner Mystik Dan was unable to clinch the second leg of the Triple Crown on Saturday, as Seize the Grey held off the pack, and Mystik Dan, to win. Despite that, Shimkus says they still expect a distinct clientele in town for the Belmont. "The perception that school districts are teaching to empty desks, that enrollment has declined so therefore we can cut funding, we really blew that myth away when we went out and talked to educators in schools," Person says. "What we saw was that districts were actually using that decline in enrollment to invest in things that they always to do in our schools." Person said districts are providing extra co-teaching opportunities for students and investing in more extra curricular activities. She says now the study of the Foundation Aid formula will help provide a better framework of future funding, but also that parents, teachers, superintendents and anyone who has a role in the school budget process should have a voice in the process.
