The shockwaves of the ongoing war in Iran are being felt far and wide. The continued closure of the Strait of Hormuz has sparked a global energy crisis, one that could be accentuated by a U.S. naval blockade. Countries as disparate as Chile, South Korea, and Zambia have been forced to take extraordinary measures to deal with shortages and surging prices. But the war’s effects are not just material. Washington’s decision to attack Iran is accelerating a process already underway: the receding of both the inspiration and the reality of American power. That, at least, is the view of our two guests in this episode. Matias Spektor is a professor of Politics and International Relations at Fundação Getulio Vargas in São Paulo. Kishore Mahbubani is a distinguished fellow at the Asia Research Institute at the National University of Singapore and a veteran Singaporean diplomat, who served as his country’s ambassador to the United Nations for over a decade. In their essays for Foreign Affairs, both Spektor and Mahbubani have sought to alert readers to changes in geopolitics that may be hard to see from Western capitals. The war on Iran, in their view, is misguided in its motivations and its execution. On Tuesday night, as the world held its collective breath, U.S. President Donald Trump announced a temporary cease-fire with Iran, just hours after warning that “a whole civilization will die” if the Iranian regime did not completely open the Strait of Hormuz. In exchange for a cessation of American and Israeli strikes, Iran has agreed to allow oil and other commodities to pass through the strait for two weeks and to stop its own attacks on its neighbors, giving both sides time to negotiate a more comprehensive peace deal. But many of the details of the cease-fire remain unclear, as do its chances of holding. A war that began with Trump’s call for regime change now seems destined to leave the Iranian regime in place, emboldened and more certain of its resilience than ever before. Suzanne Maloney is vice president of the Brookings Institution and director of its Foreign Policy program. She has helped craft U.S. Middle East policy, serving in positions in the White House and the State Department across multiple administrations. In 2024, when he was the director of the Central Intelligence Agency, William Burns wrote in an essay in Foreign Affairs about “the plastic moments that come along only a few times each century”—and argued that “the United States faces one of those rare moments today, as consequential as the dawn of the Cold War or the post-9/11 period.” If that claim seemed bold at the time, events in the past couple of years have made it undeniable—a major war in Europe, two wars in the Middle East, sharpening U.S.-Chinese tensions, a U.S. administration committed to projecting power in new and disruptive ways, and technologies adding complexity across all of these other challenges. “Inflection point” is an overused term. But this is a moment when, as Burns argued in that essay, it really does fit. Before becoming CIA director, Burns was one of the most highly respected diplomats in recent American history. He started the secret negotiations that led to the Iran nuclear deal. He served as ambassador to Russia. As the State Department’s top Middle East official, he warned internally of the consequences of invading Iraq in 2003. He has spent years sitting across the table from American allies and adversaries, trying to understand what drives them and how Washington should—and should not—deal with them. Just a few weeks after its opening salvos, the war in Iran is already going global. Iran has effectively closed the Strait of Hormuz, stranding oil tankers and causing energy prices to skyrocket. Donald Trump has asked European partners to help restore freedom of navigation. So far, they have largely rebuffed his requests for military assistance. But as the economic pain mounts, their resolve will surely be tested. Europe’s difficult position is indicative of a dilemma the continent’s leaders have faced since Trump’s return: whether to marshal their resources and will to push back against Trump’s coercion, or to give in to it. In 2025, according to the political scientists Nathalie Tocci and Matthias Matthijs, they chose wrong. “Instead of insisting on bargaining with the United States as an equal partner,” Tocci and Matthijs wrote in a recent essay in Foreign Affairs, Europe “reflexively and consistently adopted a posture of submission.” But this year, Europe seems to have begun to stand up to the United States. In January, it strongly rejected Trump’s posturing over Greenland. Now, with Washington pressuring European countries to support its war on Iran, Europe may have no choice but to assert itself. When the United States and Israel launched a joint war on Iran two weeks ago, U.S. President Donald Trump urged Iranians to rise up and rid themselves of their tyrannical rulers. He seemed buoyed by his success in swiftly removing Venezuelan dictator Nicolás Maduro in January. But the war in Iran has not progressed as smoothly as Trump might have liked. The authoritarian regime that runs the Islamic Republic remains firmly in place. The historian Stephen Kotkin, who is the Kleinheinz senior fellow at Stanford University’s Hoover Institution, has spent decades thinking about how these regimes function, how they survive, and how they come to an end. In “The Weakness of the Strongmen,” an essay in the January/February issue of Foreign Affairs, Kotkin anatomized authoritarianism, arguing that many of the features that bolster autocrats also present vulnerabilities. Kotkin is the preeminent biographer of the Soviet leader Joseph Stalin, a close observer of contemporary Russian and Chinese politics, and a sharp analyst of American foreign policy. For about two weeks, U.S. and Israeli forces have bombarded Iran. They have targeted Iranian military and nuclear sites. They have slain Supreme Leader Ali Khamenei and other top Iranian officials. Over the weekend, U.S. and Israeli forces struck hundreds of sites across Iran and killed its supreme leader, Ayatollah Ali Khamenei. Large crowds of Iranians took to the streets, some to mourn, others to celebrate. The Islamic Republic has retaliated and launched strikes of its own across the Middle East. Much about the joint U.S.-Israeli operation remains unclear—was it meant to eliminate Iran’s nuclear capabilities after failed negotiations? Was it meant to force regime change? With no path to de-escalation in sight, Washington may end up in a larger conflagration than it bargained for. In this two-part episode, Executive Editor Justin Vogt spoke with two experts to help make sense of the situation. First, Nate Swanson, the director of the Iran Strategy Project at the Atlantic Council and a former Iran policy adviser to the Trump and Biden administrations. President Donald Trump wields American power like few leaders in U.S. history ever have. By imposing tariffs, threatening territorial conquest, and ordering military intervention, he deploys the United States’ strength to assert dominance over friends and foes alike. Stephen Walt, a professor of international relations at Harvard, describes this uniquely Trumpian grand strategy as “predatory hegemony” in a new essay in Foreign Affairs. February 24 marks the fourth anniversary of Russia’s full-scale invasion of Ukraine. After Moscow’s initial onslaught, Ukrainian counteroffensives, and slow Russian gains since, the war has settled into a brutal pattern of attrition, adaptation, and endurance. Ukrainian cities are rationing electricity, as the Ukrainian military struggles to muster the manpower and munitions needed to gain a decisive edge. Meanwhile, the battlefield has become a hellscape of drones and artillery fire—with no clear breakthrough for either side in sight. Michael Kofman has been one of the sharpest observers and analysts of the changing nature of the war, from Russia’s troop buildup in late 2021 to the present, in the pages of Foreign Affairs and elsewhere. A year into Donald Trump’s second term, the United States’ allies on both sides of the Atlantic seem to have recognized that they need a new strategy for this age of rupture, as Canadian Prime Minister Mark Carney called it. In 2024, there were more than 300 million migrants across the world—double the number there were in 1990. Many of those had been displaced by conflict or climate change; many were simply looking for jobs and a better life. But the national and multilateral systems designed to manage these flows have proved grossly inadequate, helping set off political convulsions not just in the United States and Europe but in countries around the world, including in Africa, Latin America, and South Asia. In democracies, migration has perhaps become today’s most fraught and divisive political issue. To Amy Pope, the director general of the International Organization for Migration, these “unprecedented levels” of migration and the crackdowns that have come in reaction make abundantly clear that the current global immigration system is failing. It is, she wrote in Foreign Affairs last year, “incapable of contending with today’s humanitarian needs, demographic trends, or labor-market demands.” Pope argues that a challenge of this scale demands a complete system overhaul—a rebuilding of global migration policy that prioritizes order and dignity. Canadian Prime Minister Mark Carney may have made headlines when he described a “rupture” in global order in a speech at Davos last month. One of the big surprises of Donald Trump’s second term has been the change in his approach to China. His first term marked the start of what seemed to be a hard-line consensus in Washington. The world has reached various inflection points, or so we are often told. Advanced technology, such as artificial intelligence, promises to transform our way of life. In geopolitics, the growing competition between China and the United States heralds an uncertain new era. And within many democracies, the old assumptions that undergirded politics are in doubt; liberalism appears to be in disarray and illiberal forces on the rise. Few scholars are grappling with the many dimensions of the current moment quite like Daron Acemoglu is. “The world is in the throes of a pervasive crisis,” he wrote in Foreign Affairs in 2023, a crisis characterized by widening economic inequalities and a breakdown in public trust. Acemoglu is a Nobel Prize–winning economist, but his research and writing has long strayed beyond the conventional bounds of his discipline. He has written famously, in the bestselling book Why Nations Fail, about how institutions determine the success of countries. He has explored how technological advances have transformed—or indeed failed to transform—societies. Last week, the Trump administration released its National Security Strategy. Such documents are usually fairly staid exercises in lofty rhetoric. Not this one. It harshly rebukes the strategies of prior administrations, highlighting what Trump’s team sees as the failures of traditional foreign policy elites. It pointedly criticizes Washington’s traditional allies in Europe and fixates on security issues in the Western Hemisphere, but it has little to say about American rivals such as China and Russia. In recent weeks, the administration has provided a demonstration of what its strategy looks like in practice, launching controversial strikes against boats allegedly trafficking drugs in the Caribbean and mulling military intervention in Venezuela, while also putting the trade war with China on hold and pushing for a negotiated end to the war in Ukraine. To Kori Schake, this approach represents a fundamental misunderstanding of the means and ends of American power. Now a senior fellow and director of foreign and defense policy studies at the American Enterprise Institute, Schake served on the National Security Council and in the State Department in the George W. Bush administration, and she has become one of Trump’s sharpest critics. What she sees from the administration is “solipsism masquerading as strategy,” as she put it in her most recent piece for Foreign Affairs. In the last few years, artificial intelligence has become a central focus of geopolitical competition, and especially of U.S.-Chinese rivalry. For much of that time, the United States, or at least U.S. companies, seemed to have the advantage. But Ben Buchanan, a leading scholar of technology who crafted the Biden administration’s AI strategy, worries that the United States’ AI superiority isn’t nearly as assured as many have assumed. Members of the foreign policy world have talked a lot about great-power competition over the last decade. But no one can entirely agree on the contours of today’s competition. Whether it’s a battle of autocracies and democracies. Or revisionists and status quo powers. Or whether, as the realists would argue, it’s just states doing what states do. S. C. M. Paine, a longtime professor of strategy and policy at the U.S. Naval War College, sees something else going on. To her, the great-power competition we talk about today is just the latest example of the centuries-old tension between maritime and continental powers. For maritime powers—such as, for most of its history, the United States—money and trade serve as the basis of influence. And that leads them to promote rules and order. Continental powers—such as Russia most clearly and China in most but not all ways—focus their security objectives on territory, which they seek to defend, and control, and expand. From this divide rises two very different visions of global order. It also, Paine argues in a new essay in Foreign Affairs, explains the basic drivers of today’s great-power competition. But as she looks at more recent developments, Paine lays out an additional concern. The United States has long been an exemplar of maritime power. Last week’s meeting between Donald Trump and Xi Jinping may have brought a respite in the trade war. But it hardly touched the more fundamental drivers of U.S.-Chinese rivalry, a rivalry that has come to shape more and more dimensions of geopolitics, the global economy, and beyond. If one thing can be said to characterize the first months of Donald Trump’s second term, it is his expansive and often norm-breaking use of presidential power, both abroad and at home. There are the lethal strikes on boats alleged to be smuggling drugs; the range of tariffs he’s imposed; the way he’s gone after enemies, withheld funds, and restructured the federal workforce; the list could go on. Trump has disregarded constraint after constraint on the power of the executive, and many of the forces expected to check that power—in the courts, in Congress, in the private sector or media—have shown little ability or willingness to do so. In the early weeks of Trump’s second term, Mariano-Florentino Cuéllar wrote an essay in Foreign Affairs called “How to Survive a Constitutional Crisis.” Cuéllar, a former justice on the California Supreme Court who now serves as president of the Carnegie Endowment for International Peace, looked at Trump’s early moves and tried to lay out a framework for understanding which of them represented just radical shifts in policy, and which of them posed a threat to the very foundations of the American system. With a cease-fire in place in Gaza after two years of war, Donald Trump has proclaimed the arrival of peace in the Middle East. At the moment, however, it’s not even clear if the cease-fire itself will hold, let alone whether there’s a viable path to a long-term solution to the Israeli-Palestinian conflict. Few are more familiar with the elusiveness of peace in that conflict than Robert Malley. He has served as a senior Middle East official in American administrations going back to the 1990s. He has sat across from Israeli and Palestinian leaders at moments of great optimism and, more often, greater disappointment. And in a recent piece for Foreign Affairs, drawing on a new book co-authored with Hussein Agha, Malley argues that the cause of that disappointment is Washington’s dogged insistence on a two-state solution that neither Israelis nor Palestinians really want. Years of folly, Malley and Agha argue, have seen the United States claim “success even as its efforts yielded serial disaster.” Malley offers a harsh indictment of decades of U.S. Middle East policy—a policy that, in his assessment, has done more to destabilize and inflame the region than contribute to a lasting peace. The world has watched as a cease-fire has tentatively taken effect in Gaza. All the surviving Israeli hostages are home and many Palestinian prisoners and detainees have been released. Israeli forces have pulled back within Gaza, and much-needed humanitarian aid is rushing in. Phase One of Donald Trump’s 20-point plan seems to be working. But what happens next is more uncertain. At the time of this recording, conditions on the ground were still in flux, as the difficulty of Phase Two came into focus. The thornier details of who will govern Gaza and provide security there remain to be determined. Nor is it clear whether Hamas will actually disarm, as Trump’s plan calls the group to do. Most of Gaza is in ruins and many Palestinians fear that the cease-fire will only be a pause before a resumption of the conflict. Shira Efron, Khaled Elgindy, and Daniel Shapiro have closely analyzed the war and its regional and global implications for Foreign Affairs over the last two years. All three are intimately familiar with the challenges of making peace in the Middle East: Efron, the distinguished chair for Israel Policy at the RAND Corporation, has advised Israeli security officials. Ever since Russia started its war in Ukraine, assessments of its military power have vacillated wildly. First, Russian forces were supposed to overrun Ukraine and crush any resistance in a matter of days. Then, they were thought to be so weak that a Ukrainian counteroffensive or a new capability might cause them to collapse altogether. Now, with the war in its fourth year, and Donald Trump’s return to office bringing uncertainty about Western support, it has started to seem once again that time might be on Moscow’s side. Dara Massicot argues in Foreign Affairs that none of these images reflects reality. Since the invasion began, Massicot, a senior fellow at the Carnegie Endowment for International Peace, has been analyzing the state of Russia’s military—its failure and its surprising resiliency. But what has struck Massicot more recently, and what she thinks many observers are missing, is the extent to which Russia has managed to learn and adapt—in Ukraine and beyond. When Xi Jinping took over the Chinese Communist Party in 2012, he began a new chapter in China’s history—one that would come to be defined above all by his grip on power. Xi overhauled not only the CCP but also China’s economy, military, and role in the world. In 2024, the U.S. government discovered that Chinese hackers had penetrated a huge swath of the American telecommunications system—and remained there for years. That attack came to be known as Salt Typhoon. China has not only managed to steal the data and surveil the communications of hundreds of millions of Americans. It also embedded itself in the United States’ most important infrastructure, giving Beijing a crucial advantage in a conflict. Anne Neuberger was until recently the top cybersecurity official on the National Security Council. She was in that position when Salt Typhoon was discovered. And to her, the attack is not just an isolated incident of cyberespionage. Donald Trump has been railing against the global economic order from the start of his political career. But in his second term as president, he has turned that critique into blistering action. In just five months, the trade war that started with his April tariffs has completely reshaped the global economy—and struck at the very heart of the trade system that emerged after the end of the Cold War. To Michael Froman, the diagnosis is terminal. Froman, now the president of the Council on Foreign Relations, which publishes Foreign Affairs, served as the U.S. trade representative in the Obama administration. “Even if pieces of the old order manage to survive,” he writes in the new issue of Foreign Affairs, “the damage is done: there is no going back.” Trump’s “America first” trade policy, and China’s analogous strategy, herald a new order of protectionism, unilateralism, and mercantilism. It has been almost two years since Hamas’s October 7 attacks on Israel and the start of the war in Gaza. Those many months of combat have left Hamas severely weakened, with its leadership eviscerated and its military capabilities crippled. But as the war enters a new phase, with Israeli troops pushing into Gaza City, the central question of the war’s endgame remains unsettled. Israeli leaders have consistently refused to offer a clear vision for the war’s aftermath, for what happens on “the day after.” According to Ami Ayalon, that failure has been disastrous, for Palestinians as well as for Israelis. It is a recipe for conflict grinding on indefinitely, along with the attendant bloodshed and ongoing humanitarian catastrophe. Ayalon was the commander of the Israeli Navy and the head of Shin Bet, Israel’s internal security agency. As he sees it, Israel’s long-term security depends on recognizing the rights and aspirations of Palestinians, and the creation of a Palestinian state—one that includes both Gaza and the West Bank. For decades, the United States has used its position at the center of global financial, commercial, and technological networks to punish adversaries and pressure allies, exploiting what the political scientists Henry Farrell and Abraham Newman call “weaponized interdependence.” Lacking any alternatives, the rest of the world has had no choice but to rely on American payment systems, American technology, and American corporate might, even as Washington turned that reliance to its own strategic advantage. In an episode released in January 2025, Senior Editor Kanishk Tharoor spoke with the political economist Nicholas Eberstadt about the global crash in fertility rates and the looming prospect of depopulation. Over the past century, the world’s population has exploded—surging from around one and a half billion people in 1900 to roughly eight billion today. But according to Eberstadt, that chapter of human history is over, and a new era, which he calls the age of depopulation, has begun. That subject has become even more prevalent in the past year. In 2023, Dan Kurtz-Phelan spoke with the historians Stephen Kotkin and Orville Schell about what drives Chinese President Xi Jinping and Russian President Vladimir Putin and how they are (and are not) like Mao and Stalin. Xi and Putin loom over geopolitics in a way that few leaders have in decades. Not even Mao and Stalin drove global events the way Xi and Putin do today. Who they are, how they view the world, and what they want are some of the most important and pressing questions in foreign policy and international affairs. Kotkin and Schell are two of the best scholars to explore these issues. Kotkin is the author of seminal scholarship on Russia, the Soviet Union, and global history, including an acclaimed three-volume biography of Stalin. He is a senior fellow at Stanford University’s Freeman Spogli Institute for International Studies and the Kleinheinz Senior Fellow at the Hoover Institution. Schell is the Arthur Ross director of the Center on U.S.-China Relations at the Asia Society. He is the author of 15 books, ten of them about China. He is also a former professor and dean at the University of California, Berkeley Graduate School of Journalism.
In a recent essay in Foreign Affairs, the scholar and former U.S. official Ashley J. Tellis makes a provocative argument about India’s foreign policy. In a piece titled “India’s Great-Power Delusions,” Tellis argues that Indian policymakers have their priorities wrong. Instead of pushing for what they call “multipolarity” in the international system, Indian leaders should align more closely with the United States. Tellis insists that India will be able to fend off China, its far stronger rival in Asia, only with U.S. backing. But it may lose that support if it continues to express skepticism about U.S. leadership and courts U.S. adversaries. For decades, Joseph Nye was one of the true giants of American foreign policy. His career, in government and in the academy, spanned epochs, and his body of work as a scholar of international relations remains unparalleled. Nye, who passed away at the age of 88 in May, served in the Carter and Clinton administrations and headed the Harvard Kennedy School for nearly two decades. But he may be best known for his contributions to the study of international relations. Nye coined the term “soft power” and co-authored Power and Interdependence, a pathbreaking analysis of geopolitics, with Robert Keohane. Fifty years later, Nye and Keohane, longtime colleagues and friends, reunited for a final time in Foreign Affairs’ pages, to argue that President Donald Trump’s single-minded fixation on hard power risks weakening the real sources of U.S. strength. For years, U.S. presidents have complained that European governments spend far too little on their militaries, leaving the United States to pick up a disproportionate share of the tab for the transatlantic alliance. But in the past few years, Europe’s defense spending has exploded. At the NATO summit last week, U.S. allies committed to spending five percent of GDP on defense. That’s far more than the two percent target U.S. policymakers long called for. It’s even more than the United States itself spends on defense—the result of both escalating pressure from U.S. President Donald Trump and escalating threats from Russian President Vladimir Putin. But Celeste Wallander, until recently the top defense official overseeing U.S. policy toward Europe and Russia, warns in a new Foreign Affairs essay that this transformation will have more complicated consequences than most Americans expect. A more capable Europe will also mean a more independent Europe, more willing to defy U.S. priorities and make demands for cooperation. It has become a trope to lament and lambast the wishful thinking that shaped U.S. policy toward China in the two decades after the Cold War. That policy rested on a prediction about China’s future: that with economic growth and ongoing diplomatic, economic, and cultural engagement—with the United States and the rest of the world—China would become more like the United States—more politically open at home and more accepting of the existing order abroad. After three years of war, Ukraine is facing intense pressure from Donald Trump to reach a settlement with Russia. If there’s a thread that connects unsettling trends across domestic and international affairs today, it’s the return of forms of violence that we once thought were more or less obsolete. The world Americans face today is more complicated—and dangerous—than it has been for decades. Yet there is a growing, and in many ways understandable, desire to turn inward—a sense that there is little U.S. foreign policy can do to solve problems abroad and lots it can do to make them worse. Chinese leader Xi Jinping has a very clear vision for a new world order. And although observers in the United States may disagree with that vision, Washington should not dismiss it, argues Elizabeth Economy in a new piece for Foreign Affairs. Earlier this month, Claudia Sheinbaum won a sweeping victory in Mexico’s presidential election. Although a lot of the coverage framed the results as a win for women and progressive politics, the story is far more complicated. Mexico’s democracy is in trouble, warns Denise Dresser, a political analyst in Mexico. For years, Dresser has watched Sheinbaum’s party—and its previous leader, Andrés Manuel López Obrador—govern through polarization and the erosion of democratic institutions, even as the country struggles with violence, corruption, and persistent inequality. For months, Iran and Israel have seemed to be on the brink of outright war. Although tensions are lower than in April—when the countries exchanged direct attacks—they remain dangerously high. Vali Nasr has tracked these dynamics since long before October 7. There’s no question that Hamas violated international law when it attacked Israel on October 7, and as it continues to hold hostages in Gaza. But more than seven months into Israel’s response, the issue of whether Israel is violating international law—or even committing war crimes—is coming to a head. Washington is debating holding up deliveries of weapons to Israel. And the International Criminal Court is rumored to be preparing a case against leaders of both Hamas and the Israeli government. What’s happening in Gaza may seem unprecedented. There’s a growing sense that Russian President Vladimir Putin is in a pretty good position heading into 2024. In March 2020, as COVID-19 spread across the globe, the Chinese government expelled a handful of U.S. journalists from China. The move came weeks after the Trump administration curtailed the number of Chinese citizens who could work in the United States for state-run Chinese news organizations. Among the journalists forced to leave China was Ian Johnson, who had been living there for 20 years. This spring, Johnson finally returned to China. While he was there, he spoke to a cross section of Chinese people—not only scholars and officials but also small business owners, bus drivers, students, and nuns. Some were people he’d known for years. What he found was grim—a country in a state of stagnation and turning inward. Its leader, Xi Jinping, seemed so intent on control and so obsessed with security that no price was too high. Yet, under the surface, Johnson found there may be more dissent than most observers realize—a phenomenon he explores in his new book, Sparks: China's Underground Historians and Their Battle for the Future.
